TCX International Carbon Trading Platform has Officially Launched
To support Taiwan's 2050 net-zero emissions goal and provide domestic enterprises with access to international carbon credits, the Taiwan Carbon Solution Exchange (TCX) convened senior officials and guests from the National Development Council, Financial Supervisory Commission, MInistry of Environment, and Ministry of Economic Affairs, for the launch ceremony of the International Carbon Credit Trading Platform, held today (December 22nd) at the Hilton Taipei Sinban. The event marked the official announcement of the platform's activation and the certification ceremony of the first corporation purchases. The certificates were presented by Ming-hsin Kung, Chairperson of National Development Council, Tien-Mu Huang, Chairperson of Financial Supervisory Commission, Fuh-Sheng Shieu, Minister of Ministry of Environment, Mei-Hua Wang, Minister of Ministry of Economic Affairs, and Sherman Lin, Chairman of Taiwan Stock Exchange (TWSE). A total of 27 corporations participated in the first purchases of international carbon credits, representing the most prominent industries in Taiwan, including semiconductors, electronics, finance, steel, chemical engineering, shipping, textile, retail and trade. This joint effort and collaboration will hopefully lead and accelerate the net-zero transition for smaller enterprises, and amplify collective impact.
Sherman Lin, Chairman of TWSE stated that the official launch of the "International Carbon Credit Trading Platform" today marks the establishment of Taiwan's first carbon credit trading platform that integrates both carbon credit flows and financial flows, enabling standardized trading operations. Mei-Hua Wang, Minister of the Ministry of Economic Affairs expressed her compliment for having the TWSE handle carbon trading. She noted that the mechanism helps enterprises understand that carbon emissions carry a cost, and she looks forward to using carbon credit as a bridge to enhance international collaboration with Taiwan's allies. Fuh-Sheng Shieu, Minister of Ministry of Environment, pointed out that the Ministry has already announced the "Regulations for Voluntary GHG Reduction Project" on October 12th, and drafted the release of the "Regulation for Trading, Auctioning, and Transferring Emission Allowance" on December 15th, to take effect carbon trading, and the Carbon Fee Rate Review Council is expected to be established next year. Tien-Mu Huang, Chairperson of Financial Supervisory Commission said that the FSC has launched an action plan for enterprise sustainability development, encouraging enterprises to disclose information for Scope 3 GHG emission, and FSC has also released Taiwan's roadmap for aligning with the IFRS sustainability disclosure standards in August. As countries like Japan, South Korea, and nations in Southeast Asia are actively advancing carbon trading mechanisms, the launch of Taiwan's carbon credit trading platform shows the competitiveness and unique position of TCX on the global stage. Ming-hsin Kung, Chairperson of National Development Council, affirmed the National Development Fund's support for the TCX, and he emphasized that the platform provides the opportunity for SME to purchase carbon credits, which is an approach that aligns with just transition.
In terms of international alignment, the TCX recently announced its official membership in the International Emission Trade Association (IETA). IETA was established in 1999 as a non-profit organization, and it is recognized as one of the leading global institutions in carbon market research, alongside the International Carbon Action Partnership (ICAP) and the World Bank. IETA is dedicated to developing internationally recognized frameworks for GHS emission trading, promoting carbon trading mechanisms, and providing its members with solutions to manage emissions. There are currently over 320 members worldwide, including prominent international carbon trading agencies, carbon credit issuers, and carbon credit rating institutions. Moving forward, the TCX will actively participate in global events to showcase Taiwan's carbon reduction systems and implementation efforts, strengthen Taiwan's international engagement, and pave the way to the country's net-zero transformation.
The International Carbon Credit Trading Platform officially launched today, featuring 7 carbon credit projects in the first listing, including clean water resource, solar power generation, wind power and biogas power generation. The project sites are located across Asia, Africa, and South America, and the sellers are from Switzerland, UK, Singapore and Taiwan. On the first day of operation, trading proceeded smoothly, with 27 corporations (45 including subsidiaries of financial holding groups) purchasing carbon credits, 88,520 metric tons of CO₂e traded, at prices ranging from 3.9 to 12 USD per ton.
The TCX announced that enterprises with needs for carbon credit trading, can now open an online account through the trading platform (https://carbonmarket.tcx.com.tw/index.do), with the TCX rules and regulations available for reference. The launch of the International Carbon Credit Trading Platform represents Taiwan's official entry into the era of carbon pricing. The TCX will continue to develop and list a diverse range of carbon credit projects to meet various needs of supply chains and enterprises, accelerating Taiwan's progress toward net-zero transition.
